The Nigerian government has clarified how it selects recipients for its ₦50,000 ($31) emergency cash transfer scheme, following public inquiries over eligibility criteria for the nationwide welfare initiative.
The Ministry of Humanitarian Affairs and Poverty Reduction stated on Wednesday that beneficiaries are drawn directly from the National Social Register and cross-referenced with verified National Identification Number (NIN) records to reach the country’s most vulnerable households.
The clarification comes as disbursements continue under the National Emergency Relief and Stabilisation Intervention (NERSI), a presidential initiative launched to cushion the impact of high food prices and economic reforms.
Data-driven selection and social registry
According to official guidelines published by the ministry, selection is automated using national identity databases and existing social welfare registers:
- National Identification Number (NIN): Issued by the National Identity Management Commission, the unique number verifies recipient identity and is linked directly to mobile wallets for cash transfer deposits.
- National Social Register (NSR): Managed by the National Social Safety-Nets Coordinating Office (NASSCO), the database contains records of over 70 million individuals categorized through community-based targeting and digital poverty indicator assessments.
Households ranked within the bottom 60 percent of poverty metrics qualify for inclusion in the master register used for federal welfare programs.
Direct disbursements and anti-fraud measures
The government reiterated that citizens cannot apply or pay fees to be included on the beneficiary list, warning the public against third-party scams.
“You cannot apply or pay to be added,” the ministry stated, emphasizing that data is processed internally across all six geopolitical zones without bias to region, ethnicity, or political affiliation.
Disbursements are being rolled out in phases through licensed digital payment and mobile money platforms, with selected beneficiaries receiving direct transfers into mobile wallets or bank accounts.
