Meta, the parent company of WhatsApp, will resume charging companies for certain customer service and transactional messages sent through its WhatsApp Business Platform starting 1 October 2026.
The policy shift targets large-scale enterprise users—including banks, fintechs, telecommunications providers, e-commerce firms, and logistics operators—that rely on the platform’s application programming interface (API) to manage high-volume customer interactions.
Shift to Per-Message Billing Structure
Under current guidelines, when a customer initiates contact, a 24-hour service window opens, allowing businesses to send free-form responses and specific operational updates at no cost. The upcoming changes will end these exemptions:
- Service and Utility Fees: From 1 October, Meta will charge businesses on a per-message basis for all service responses and utility messages—such as payment confirmations, delivery updates, and order notifications—sent within the 24-hour customer window.
- No Impact on Standard App: The fee adjustments apply strictly to the enterprise WhatsApp Business Platform and will not affect regular WhatsApp users or small vendors using the standard free WhatsApp Business mobile application.
- Mandatory Payment Integration: Meta has warned that enterprise users and integrated solution providers must register a valid payment method by 30 September 2026 or risk an immediate suspension of message delivery when the fees take effect.
- Cost Scale for Nigerian Firms: In Nigeria, a chargeable utility or service message is set at approximately $0.0101 (around ₦14), compared to marketing messages priced at $0.062 (around ₦84). For a firm dispatching 500,000 monthly transactional messages, baseline fees to Meta will reach roughly $5,050 (₦6.8m), excluding third-party software provider surcharges.
The move marks the latest step in Meta’s broader strategy to monetize its enterprise messaging infrastructure. For corporate users across emerging markets who depend heavily on the platform for daily operations, the ending of free customer service windows will add a measurable new operational expense to their digital service budgets.
