The Ministry of Defence has urged senior directors and reform officers to fully adopt ongoing federal civil service reforms aimed at building a more transparent, efficient, and citizen-focused public sector.
Speaking at the opening of a sensitisation workshop in Abuja on Thursday, Permanent Secretary Richard Pheelangwah said the initiatives align with the Federal Government’s Renewed Hope Agenda and broader civil service transformation plans.
Pheelangwah outlined three key pillars driving the current reform push:
- Mentoring Framework: A structured initiative to transfer institutional knowledge from veteran officials to younger public servants to build future leadership.
- Enhanced IPPIS Platform: An upgraded self-service digital portal designed to allow personnel to manage payroll records securely while cutting administrative delays.
- FCSSIP 2025–2030: A five-year strategic plan prioritizing digital governance, staff development, performance tracking, and evidence-based decision-making.

Strengthening internal operations
Pheelangwah stressed that as the administrative engine of Nigeria’s defence structure, the ministry must continuously refine its internal processes to support national security goals and effective governance.
He urged departmental focal officers to act as champions of change by cascading knowledge down through their respective directorates, reducing bureaucracy, and improving service delivery standards.
Earlier in her opening remarks, the Director of Reform Coordination and Service Improvement, Mrs. Ogidi-Paul I.H., explained that the workshop was specifically tailored to provide practical guidance on navigating the newly upgraded IPPIS portal and implementing the strategic framework across departments.
