RABAT, Morocco — France and Morocco are moving to solidify their diplomatic alliance by launching a unique initiative to establish a formal bilateral treaty, marking a historic shift in Paris’s foreign policy.
The announcement was made during high-level discussions in Rabat between French Foreign Minister Jean-Noël Barrot and his Moroccan counterpart, Nasser Bourita, aimed at dramatically accelerating economic and political cooperation. Barrot noted that, for France, the proposed accord would represent the first agreement of its kind ever brokered with a non-European nation.
The momentum behind the treaty coincides with a confirmed upcoming state visit by King Mohammed VI to France. According to Bourita, the royal visit will serve as the backdrop for the signing of what he described as an “unprecedented political, legal, and historic agreement” between the two long-standing allies.
A Shift on the Sahara Question
The bedrock of this diplomatic reset rests on France’s explicit realignment regarding the disputed Western Sahara region.
During the official visit, Barrot reaffirmed France’s strong support for Morocco’s territorial integrity, formally renewing the landmark position first outlined in a July 2024 letter from French President Emmanuel Macron to King Mohammed VI.
The French foreign minister reiterated that Morocco’s autonomy proposal, under Moroccan sovereignty, remains the only viable basis for a “just, lasting, and negotiated solution” to the decades-old conflict.
An ‘Unprecedented’ Legal Framework
While Paris and Rabat have historically maintained deep security, cultural, and trade ties, the creation of a comprehensive bilateral treaty represents a significant upgrade to their formal relationship.
The incoming treaty is expected to focus on several strategic fronts:
- Economic Integration: Streamlining joint investments in green energy, critical infrastructure, and digital technology hubs.
- Security Cooperation: Enhancing intelligence sharing and border management frameworks across the Mediterranean corridor.
- Diplomatic Alignment: Codifying a unified approach to regional stability in North Africa and the Sahel region.
By transitioning from ad-hoc diplomatic understandings to a legally binding bilateral treaty, both nations are looking to permanently insulate their strategic partnership from future political shifts or administrative friction.
