Nigeria Aims for Efficiency in Public Spending with Digital Certification Drive

The Nigerian government has announced sweeping reforms targeting Ministries, Departments, and Agencies (MDAs) to enhance efficiency and improve service delivery. The Minister of Information and National Orientation, Mohammed Idris, stated that President Bola Ahmed Tinubu’s administration is committed to institutionalising significant changes to strengthen governance.

Speaking in Abuja on Wednesday at the launch of the Nigeria Procurement Certification Portal, a collaborative effort between the Bureau of Public Procurement (BPP) and the World Bank, Minister Idris highlighted the portal’s role in addressing critical issues within public procurement. These challenges, he noted, include persistent bottlenecks, suboptimal practices, a lack of skilled personnel, and inadequate capacity-building frameworks.

“This event represents a major milestone in the ongoing transformation of Nigeria’s public procurement system, fully in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda,” Minister Idris said. He emphasised the agenda’s focus on strengthening governance structures to deliver public services more effectively, transparently, and accountably.

The digital portal aims to provide structured certification programmes and digital access to training and evaluation, empowering procurement professionals across government bodies to operate with greater competence, consistency, and integrity. “It ensures that our procurement officers are not just compliant, but qualified and globally competitive,” the Minister added.

Minister Idris commended the Director-General of the BPP, Adebowale Adedokun, for his leadership in driving innovation within Nigeria’s procurement ecosystem. He stressed that the portal’s launch demonstrates Dr. Adedokun’s commitment to modernising the nation’s procurement processes in line with international best practices.

The Minister also underscored the importance of public awareness and stakeholder engagement for the reforms to succeed. He urged citizens to see the portal as a platform to demand better services, expect greater transparency, and hold institutions accountable. He called on government agencies and the media to fully support and monitor the initiative’s implementation.

The launch event was attended by several high-ranking officials, including the Head of Civil Service of the Federation, the Ministers of Finance, Education, and Women Affairs, and the heads of various government agencies.
