NIGCOMSAT: Satellite agency pivots to new performance goals

Nigeria’s state-owned satellite operator, NIGCOMSAT, has begun a major overhaul of its internal operations, adopting the federal government’s new Performance Management System (PMS) to tackle inefficiency. The move is part of a broader civil service reform aimed at replacing aging bureaucratic habits with a culture of accountability.

Management at the Nigerian Communications Satellite Ltd confirmed the transition during a three-day intensive training session for staff, designed to align the agency with the Presidency’s latest service delivery standards.

Long overdue’ reforms

Speaking on behalf of Managing Director Jane Nkechi Egerton-Idehen, Executive Director Abiodun Attah told staff that the shift to a structured performance system was “long overdue.”The agency, which manages Nigeria’s communications satellite assets, is under pressure to prove its commercial and operational viability. Mr. Attah noted that the adoption of the PMS is critical to meeting national performance targets.

The reform isn’t just about paperwork. The training—organized alongside the Office of the Head of Service of the Federation—delved into modernizing the workplace through:Process Automation: Moving away from manual workflows to digital tracking.

Cultural Shifts: Reforming workplace attitudes to focus on results rather than mere attendance.

Mrs. Chinwe Udogu, NIGCOMSAT’s head of Human Resources, described the exercise as “pivotal” for the company’s future. “We are repositioning to achieve our highest aspirations,” she said, urging staff across all ranks to embrace the change.

The training is anchored in the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSI25). This roadmap seeks to transform the Nigerian public sector into a “world-class” service. For NIGCOMSAT, this means every employee’s output will now be measured against specific, data-driven objectives, rather than traditional subjective appraisals. Whether these reforms can successfully permeate the layers of Nigerian bureaucracy remains to be seen, but for NIGCOMSAT, the mission is clear: modernize or be left behind.
