Ghana: President Mahama Orders Salary Forfeiture and Potential Dismissal for Undeclared Assets

Ghanaian President John Dramani Mahama has directed that government appointees who failed to declare their assets by the initial deadline of March 31, 2025, will forfeit three months’ salary. These funds are to be donated to the MahamaCares fund, also known as the Ghana Medical Trust Fund, which was recently launched by the President.  

President Mahama has, however, granted a reprieve, extending the deadline for asset declarations to Wednesday, May 7, 2025. He warned that any appointee failing to meet this new deadline would face automatic dismissal.

The directive affects all individuals nominated or appointed before the original March 31 deadline. President Mahama announced the new code of conduct for government appointees, which includes this directive, on Monday, May 5, 2025.  

Initially, President Mahama had indicated that those who missed the March 31 deadline would forfeit four months’ salary, with one month’s salary going to the MahamaCares Medical Fund and the remaining three months as a penalty for non-compliance. However this was later clarified to be a three month forfeiture.  

He further stated that any official who fails to comply by the end of Tuesday, May 6, “stands automatically dismissed.”

President Mahama himself has fulfilled his asset declaration obligations, as mandated by Article 286 of Ghana’s 1992 Constitution. This law requires public officeholders to declare their assets and liabilities both upon assuming office and upon leaving.
