Nigerian Electricity Regulator Reviews Performance Monitoring Framework for Power Distributors

The Nigerian Electricity Regulatory Commission (NERC) has issued an addendum to its Performance Monitoring Framework for Electricity Distribution Companies (DisCos), effective 23 December 2024.

The revised framework, which aims to ensure compliance with key performance indicators (KPIs), includes measures to enhance accountability, operational performance, energy delivery, and customer satisfaction.

The addendum reviews three KPIs, including penalties for default in energy offtake, reporting requirements, and complaint resolution timelines. Failure to comply with these KPIs will result in enforcement actions, including downward adjustments to DisCos’ operational expenditure and potential withdrawal of “Fit and Proper” approvals.

The updated enforcement framework will be applied from the first quarter of 2025. NERC will issue rectification directives for all compliance issues related to the affected KPIs for the third and fourth quarters of 2024
