PLAC Calls for Independent Oversight of Security Forces

The Policy and Legal Advocacy Centre (PLAC) on Monday launched its 2024 Nigeria Annual Human Rights Report, highlighting the persistent issue of human rights violations in the country.

To address the rampant abuse of power by security forces, PLAC has called for the establishment of independent oversight bodies.

A Year of Rights Violations

The report reveals a disturbing trend of extrajudicial killings, arbitrary arrests, police brutality, and unlawful detentions. Security agencies have been implicated in various abuses, including harassment, extortion, and sexual violence.

Obstacles to Justice

Victims of human rights abuses often face significant hurdles in seeking justice, with delays in prosecutions and a lack of transparency in investigations. This culture of impunity exacerbates public frustration and hinders efforts to establish a just and equitable society.

Attacks on Press Freedom

The report also highlights the arbitrary arrest and detention of journalists and other individuals for criticizing the government or public figures. The use of Section 24 of the Cybercrimes Act, which has been narrowed down by recent amendments, remains a concern.

Socio-Economic Rights Under Threat

Socio-economic rights have also been undermined by rising inflation, fuel price hikes, and a weakening currency. The #EndBadGovernance protests in August 2024 underscored public discontent with the deteriorating economic situation.

Insecurity and Violence

Insecurity remains a major challenge, with incidents of kidnapping, banditry and communal clashes on the rise. Security forces themselves have become targets of attacks, leading to casualties and further destabilizing the country.

Vulnerable Groups Targeted

The report also sheds light on the plight of vulnerable groups, including children and women. Child trafficking, abduction, and forced labour continue to deprive children of their fundamental rights. Gender-based violence, ranging from domestic abuse to sexual assault, remains a persistent issue.

Additional Recommendations

In addition to the call for independent oversight, PLAC recommends the following:

  • Socio-Economic Reforms: Implement policies to alleviate poverty, create jobs, improve education, and address inflation.
  • Enhanced Security: Strengthen security measures to combat insecurity and protect citizens.
  • Protection of Vulnerable Groups: Ensure full implementation of laws protecting children and women.

Clement Nwankwo, Executive Director of PLAC, expressed concerns about Nigeria’s electoral body, INEC. He stated that the current leadership has lost public trust and urged President Tinubu to replace them before the 2027 General Election. Nwankwo described the 2023 election as a setback compared to the 2015 election.

The tenure of the current Chairman of the Commission, Professor Mahmood Yakubu expires in December 2025.
